Bid Notice

1. Matters submitted to bid

  1. Project name: Pakistan Agricultural Research Council and KOPIA Pakistan Center seed potato production facility design and construction project
  2. Project period: 180 days from the date of contract conclusion (detailed schedule to be discussed separately)
  3. Project budget: $748,950 (VAT included)
  4. Bidding method: International bidding, total bidding(contract by negotiation)

2. Project target: Pakistan National Agricultural Research Center

  1. Address: Park Road, Islamabad – 45500
  2. Project details: 2 Aeroponic greenhouses of approximately 1,574 m2 and equipped 32 Screen House equipped with irrigation and fertigation facilities approximately 25,600 m2

3. Main business details

  1. Proposal of design, drawings, and standard specifications for architecture/electricity/mechanics/firefighting, etc.
  2. Greenhouse built-in automatic control system design and standard/special specifications proposal
  3. Installation work according to design drawings and standard specifications (including special specifications)
  4. Facility construction according to architectural/electrical/mechanical/firefighting design
  5. Facility construction according to design, such as outer shell, shading/insulating material, cooling/heating equipment, etc.
  6. Discussion on remote control such as IOT, etc.
  7. Nutrient solution equipment, irrigation and drainage equipment construction, etc.
  8. Waste disposal and completion cleaning after completion of construction
  9. All overall work related to construction and other requirements of the ordering party

4. On-site visit

a. Replaced with request for proposal and analysis of design and construction user needs.

5. Eligibility to participate in bidding

  1. The company must be licensed or registered as a business for manufacturing and installation required for the relevant construction.
  2. A company with a single performance of more than $400,000 (including value-added tax) in greenhouse construction, including overseas greenhouse installation work, within the past five years as of the date of announcement.

6. Documents to be submitted

  1. 1 copy of company introduction
  2. 1 copy each of business registration certificate and corporate register
  3. Certificate of related construction performance for the past 5 years as of the date of announcement (over $400,000)
  4. 1 copy of credit rating report(Based on the corporate credit rating within the validity period as of the bid announcement date).
  5. 1 copy of proposal (including design)
  6. 1 copy of price proposal (statement, Price proposal and statement include VAT)

7. Selection of negotiation partners

  1. Submitted documents are evaluated and negotiation candidates are prioritized in order of highest score.
  2. Notification of selection of negotiation target, date and time of negotiation, etc. will be notified individually to the relevant company only.
  3. Proposal and price negotiations involve negotiations on deficiencies in the proposal, such as the project content, implementation method, and implementation schedule proposed by the negotiation party.
  4. The contract deadline is within 5 days depending on the conclusion of negotiations.
  5. Negotiation methods, standards, procedures, etc. are governed by our own regulations.
  6. All submitted documents will not be returned regardless of selection, and all costs associated with document preparation will be borne by the submitter.
  7. In principle, negotiations are conducted based on the contents of the proposal, but some of the contents may be adjusted through consultation with the negotiation party, and the proposed price may be adjusted accordingly.
  8. Details of the evaluation results are not disclosed, and proposers cannot raise any objections to the evaluation method and results.
  9. If there are no candidates eligible for negotiation, or if negotiations with all negotiation partners break down, a re-announcement bid or a new bid may be submitted
