Directorate of Competitive Grants: Agricultural Linkages Program (ALP)

The Agricultural Linkages Program (ALP) was established under an agreement signed between the Govt. of Pakistan and United States of America in February, 1999. Under the agreement USA supplied wheat (200,000 tones) valued at US$23.222 million as a grant to Pakistan in March 1999. The agreement provided that the sale proceeds of this wheat amounting to Rs.1.3 billion will be used by Pakistan Agricultural Research Council to establish the Agricultural Linkages Program for promotion of agricultural research and development activities, exchange of scientists and technical knowledge and institutionalize long term cooperation between Pakistan and the United States in field of agricultural research. The funds thus established to implement the linkages program is known as Agricultural Research Endowment Fund (AREF). In order to implement this agreement between the two governments, the Economic Coordination Committee (ECC) of the Govt. of Pakistan while approving the Agricultural Research Endowment Fund for ALP in its meeting held on 14.07.2000 also approved procedure for its implementation. The Govt. of Pakistan made PARC responsible to operate this Endowment Fund, establish the Agricultural Linkages Program, manage its affairs and award the grants through an approved mechanism by ECC of GoP.

 

Following are the functions of Directorate of Competitive Grants: Agricultural Linkages Program (ALP):

 

  • Priority setting, invitation and processing of competitive grants and MOU projects;
  • Processing of technical and financial reports of competitive  grants projects;
  • Compile annual reports, arrange monitoring, review and evaluation of competitive grants projects and compile the audit and financial reports;
  • Organize and facilitate any other activity falling under the competitive grants funds under the direction of Chairman, BOD of ALP/PARC and maintain an appropriate system of internal control, books and records (technical and financial);
  • Undertake project completion formalities (collection of financial technical and final reports ,arrange audits, final budget settlement and transfer of equipments);and
  • Prepare and maintain data base all new and completed projects.
